Installing the plugin on another device

I can't seem to find the download on my computer but its installed. Do I have to purchase the same version for my laptop?, if not that's crazy. Help.

the purchase is tied to your Adobe account and can be managed in the Creative Cloud App. So on your laptop you open the Creative Cloud App go to Stock and Marketplace > Plugins > Manage Plugins and you will see Watermark 3 Pro there and you can simply click on "Install".
