How to reproduce
1) Click RMB on any element in panel -> context menu appears -> move cursor to choose a menu item OR just move around panel -> the menu shrinks to a half vertically and become unusable.
2) I also confirm a bug from the previous thread "Brush", except that my PS just crashes and closes itself.
